Covered List Kaspersky ICTS hardware

The Public Safety and Homeland Security Bureau adds Kaspersky Lab, Inc.’s cybersecurity and anti-virus software to the FCC’s Covered List based on a Department of Commerce ICTS Final Determination finding unacceptable national-security and U.S.-person security risks.

What it does The Public Notice updates the Covered List under section 2 of the Secure and Trusted Communications Networks Act and FCC rules §§ 1.50002–1.50003. The added entry covers cybersecurity and anti-virus software produced or provided by Kaspersky Lab, Inc., including its successors and assignees; the notice explains that the broader action encompasses software integrated into third-party products or services and related commercial hardware or software containing Kaspersky software. Why it matters The FCC update implements a Commerce determination under the ICTS regime rather than making an independent risk finding. It expands the Kaspersky-related Covered List category beyond the earlier DHS-based entry, aligning the FCC supply-chain list with Commerce’s June 20, 2024 prohibition on specified ICTS transactions involving Kaspersky products and services.
