First Covered List PN Huawei ZTE
The FCC’s Public Safety and Homeland Security Bureau announced and published the first Covered List under section 2 of the Secure and Trusted Communications Networks Act of 2019 and the Commission’s supply-chain rules.
What it does The notice publishes a Covered List and adds:
- “telecommunications equipment produced or provided by Huawei [Technologies Company] or ZTE [Corporation] capable of the functions outlined in sections 2(b)(2)(A),(B), or (C) of the Secure Networks Act”; and (2) video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, and Dahua Technology Company “‘to the extent it is used for public safety or security,’ capable of the functions outlined in sections 2(b)(2)(A), (B), or (C) of the Secure Networks Act.”
Who it affects The publication directly concerns the five named manufacturers and providers (Huawei, ZTE, Hytera, Hikvision, and Dahua), their subsidiaries and affiliates, and communications providers, purchasers, and recipients of federal support subject to the Secure Networks Act’s supply-chain restrictions and reimbursement framework.
Why it matters This establishes the FCC’s initial public baseline for equipment and services deemed to pose an unacceptable national-security or safety risk. The Bureau states that it will update the list when it becomes aware of equipment or services meeting the statutory and regulatory criteria.
