OET Permissive Change Waiver - Robotics Power Inverters
The FCC Office of Engineering and Technology waives, through at least January 1, 2029, specified prohibitions on Class I and Class II permissive changes for previously authorized covered foreign-produced advanced robotic devices and power inverters.
What it does OET waives the prohibitions in 47 CFR §§ 2.932(b) and 2.1043(b) for software and firmware updates that mitigate harm to U.S. consumers, including updates that patch vulnerabilities, preserve device functionality, or facilitate compatibility with different operating systems. The relief applies only to devices authorized before the July 28, 2026 additions to the Covered List, and covers both Class I and Class II permissive changes. Grantees must continue to comply with other applicable FCC requirements, including Class II information and testing rules, performance requirements, marketing restrictions, and certification obligations.
Who it affects The waiver affects authorized foreign-produced advanced robotic devices and power inverters newly designated as covered equipment. It does not authorize new equipment or eliminate other FCC compliance duties. The power-inverter category excludes devices granted a Conditional Approval by DoW or DHS; the advanced-robotic-device category excludes devices granted a Conditional Approval by DoW.
Why it matters Without the waiver, the Covered List additions could prevent already-authorized devices from receiving security and functionality updates. OET found that special circumstances and the public interest justify temporary relief to support continued safe operation and mitigate risks to U.S. consumers.
