PN Seeking Comment on Marketing Import Limit Drone Clones
The FCC’s Public Safety and Homeland Security Bureau and Office of Engineering and Technology propose limiting existing equipment authorizations to prohibit the continued importation and marketing of specified covered UAS, UAS critical components, and section 1709 communications and video-surveillance equipment.
What it does The notice seeks comment on applying 47 CFR § 2.939(e) to equipment produced by Cogito, Fikaxo, Lyno Dynamics, Skyhigh Tech, Spatial Hover, SZ Knowact, WaveGo, Xtra, and XAG. It identifies covered devices and FCC ID ranges, while tentatively concluding that the equipment presents national-security risks and that the prohibitions serve the public interest. The proposal would not revoke underlying authorizations or bar continued operation of already-purchased equipment. It would also exclude federal-government use, commercial testing and product development, and equipment exempted from the Covered List through the Blue UAS Cleared List, Buy American treatment, or Conditional Approval.
Who it affects The proposal directly affects the named manufacturers and their affiliates, importers, distributors, retailers, marketers, equipment users, and other interested parties. Existing owners could continue using covered devices, but affected commercial supply-chain participants would need to stop importation and marketing if the proposal is adopted.
Why it matters The notice extends the FCC’s post-authorization Covered List framework to equipment added in 2025, emphasizing risks involving unauthorized surveillance, data exfiltration, and supply-chain vulnerabilities. It also invites evidence on economic and supply-chain effects and on whether trusted domestic alternatives can replace the identified products.
