Router Conditional Approvals

The FCC’s Public Safety and Homeland Security Bureau announces that specified foreign-produced routers have received Department of War Conditional Approvals and are therefore exempt from the FCC Covered List.

What it does The Public Notice updates the Covered List and its accompanying Conditional Approvals materials after DoW reviewed submissions and determined that Calix’s 7p6, 7u6m.2, 7u4txg, and 7u4 broadband routers, and Alpha Networks Inc. USA’s 1700 and 2700 series routers, do not pose unacceptable risks to U.S. national security. The approvals expire November 22, 2027. PSHSB states that each approval is “a specific determination” supporting exclusion of the identified equipment and publishes updated appendices.

Who it affects The action directly affects Calix and Alpha Networks, manufacturers and suppliers of the identified routers, equipment authorization applicants, test labs, and telecommunications providers evaluating whether covered equipment may be authorized or deployed. It also provides guidance for TCBs and other stakeholders applying the updated Covered List.

Why it matters The notice illustrates how Executive Branch Conditional Approvals modify the scope of the FCC Covered List. Foreign-produced routers remain covered unless granted approval by DoW or DHS, while approved devices are excluded subject to the approval terms and expiration dates.
